La Fundación Bahía y Ecosistemas de Colombia is a non-profit, non-governmental organization created in 2014 to conserve, preserve and clean the Cartagena Bay and surrounding ecosystems. As well as work with its eco-dependent communities and promote climate change adaptation and/or mitigation in the city.
We are an organization that brings together individuals and institutions with extensive experience in the city's environmental and business sectors, committed to improving Cartagena Bay and the city. The Foundation is guided by the best available science and seeks financial sustainability for all its projects.

Promote environmental education to conserve and protect ecosystems and biodiversity, ensuring a better quality of life for eco-dependent communities, combating marine plastic pollution and fostering a sustainable future for future generations.

From marine biologists to community organizers, each member brings unique skills to protect Cartagena’s ecosystems and empower its people. Together, we work hand-in-hand with volunteers, donors, and residents to create a sustainable future for this special place.
Director
Diana de la Vega
Diana holds a law degree from the University of Los Andes with a Master's degree in Literature and English from Harvard University. She has served as the representative for Colombia of the English NGO GVEP International in the field of clean energy, and as a strategic communications specialist for the USAID Clean Energy Program. She has always been connected to the worlds of education and art, considering them fundamental to spreading the environmental message. Her dream is to see a clean and healthy bay for the enjoyment of all the residents and visitors of Cartagena de Indias.
Environmental Advisor
Olga Mendez Mercado
Olga Méndez Mercado is a native of Cartagena and holds a degree in environmental engineering from the University of Medellín.
She specializes in environmental and natural resources law from the Universidad San Buenaventura and holds a diploma in teacher training and integrated management systems (ISO 9001, 14001, and OHSAS 18001). She has work experience in the public and private sectors in the city of Cartagena and has participated in research on environmental technology for processes and waste management.
Environmental Advisor
Saray Noel
Environmental Engineer from the Technological University Foundation Comfenalco, combining a solid academic foundation with hands-on experience in conservation, waste management, forest inventories, carbon footprint assessment and socio-environmental coordination. She has applied her technical and managerial skills across diverse projects, including environmental management plans, solid waste management programs (PGIRS) and community initiatives promoting sustainable tourism, environmental education and ecosystem conservation.
Logistics Advisor
David Guillen
David is responsible for the logistics and maritime operations of Fundación Bahía y Ecosistemas de Colombia.
As the captain of the Foundation’s vessel, Antares, he plays a key role in coordinating ocean cleanup activities, and ensuring the safe and efficient execution of field operations.
With years of experience navigating the waters of Cartagena Bay, David combines technical expertise with a deep personal commitment to ocean conservation and cleanups.
Founding Honorary Member
José Yunis Mebarak
José Yunis-Mebarak is a lawyer from Uniandino with a master's degree and specialization in public administration from the John F. Kennedy School of Government at Harvard and the Universidad de los Andes. José actively participated in the design and implementation of the national environmental and national parks system, the new environmental compensation scheme, debt-for-nature swaps, water funds, payment for environmental services schemes, and geographic information systems.
